I think Dan means don't try to catch a falling knife, rather than bottom fishing. When a bottom has been established, it's pretty safe to go long. However if it's weak fundamentally, the stock will not go anywhere for a long time.

In terms of #6, if the stock price is under 30, you can go long on the security itself. Otherwise, buy the options on stocks worth 30 or more.

I'm not too fond of options because of the time factor and the premium you usually have to pay.
