No, not hoping for failure. If the Gulf War Task Force with much more hardware and manpower couldn't remove Saddam, I don't see this doing much than bombing exposed targets. The fight was over access to documents about using chemical weapons on political opponents. It looks more like they want to want to bring him to a UN tribunal on a "crimes against humanity" trial rather than getting at weapons. We'll see soon. At least, from the news I've heard, the US/Brits are targeting some of his Elite Guards that are his core military. The weapons and machinery have already been dismantled and hidden. They said that many of the targets are off-limits since they're placed within hospitals and other public facilities. Sounds more like you were hoping this would derail the impeachment vote more than a legitimate concern about Iraq. His credibility is shot since the US backed down on inspections for over the last year and half, and he's backed down on previous punitive attacks. The impeachments are a big yawner. Clinton and stupid people like you are raising a big stink. But the public couldn't care less. What stupid people like you and Clinton don't understand is that apathy by the public cuts both ways. The killing in Bosnia just moved elsewhere to Kosovo. Clinton and Albright were responsible for turning Somalia into a personal vendetta. They changed the original mission.
