Stock Options ..

It says CREAF wants to amend some things to make them no longer have to follow SES rules, one of which is a mandate to make 10% of stock outstanding available for options. Nasdaq rules, or more US companies usually make 25% of stock outstanding available for options and that is the vote.

And also the total # of shares to be made available is 7,500,000. And no one could be granted more than 1.5% of the number of shares outstanding.

I agree that you've got to keep employees happy, and letting them own a piece of the company will make them work harder to make the company more $ and their own stock to rise.
