Management is a science and an art in and of itself. You don't need to be an expert in nursing to manage nurses. Barksdale new very little about programming yet he managed NSCP rather well.

Exactly. If they were doctors those administrators would not be allowed to manage them directly. They have to be managed by a command chain of their licensed peers. This limits some of the stupidity. Recently, some of the HMOs learned to violate those rules, to save some money that really needed to be saved, but with some bad results for the patients. But it is the certification and status of professionalism, which they have had since they fought for it at the end of the 19th century, that is allowing them to fight for their patients when the bean counters want to hold back a test or procedure.
It is the professional status of the lawyers that provides a mechanism for keeping the doctors in line. This is needed because the doctors often step outside their profession and become businesspeople, often with negative results for the patients.

We should try to follow such a model.
