No serious person can doubt that the timing of this military action had everything to do with derailing the stampede to impeachment. Clinton says that they had to bomb before the holidays. That is not true. Every military analyst has stated that a few days of bombing are meaningless and that a successful effort would require weeks if not months. That would argue to wait until the holidays are over. Scott Ritter says that he was told and that it is clear that impeachment was THE reason for the timing. The idea that military action should derail the process is nutz. The Dems saw not such need during a real war - Vietnam. Besides, nothing could do more to raise the morale of the military than Clinton's impeachment - more than 80% would want him gone.
