If he touts a stock that he owns and does not disclose that interest when people pay for his advice, then I agree, that is illegal.

re: front running

I don't think it is "front running" unless you have an order in advance of your purchase, buy at the market, and then execute the order after your purchase has driven up the price. The practice mentioned, of buying, pumping, and selling, is usually called "free riding."
