I am not aware of any rule against war during Ramadan. The rules of war in Islam are similar to other religious based rules of war. You have the right to defend your self against an aggressor until the aggression stops or if you can live with it, deal with them another way; like sue them, speak against them, give them what they want.

Of course Ramadan is reserved for a time of prayer and fasting. The most recommended prayer is for Peace with God. Fighting do correct an injustice, however, might be considered one path to that outcome. We still do our jobs, etc.

Its complicated because most Muslims have never thought of do Saddam as a representative us in this regard. If he behaves well during this assault that could change.
