In the nicer areas, you're given more of the benefit of the doubt when some infraction occurs. More important than the number of police is the response time. That works for some people who are able to save such as most of the people on SI. But there are a lot of people who won't have the extra funds especially when they are in their 20's. That extra money could've been used to start a retirement nest egg early when it compounds the most and makes the most difference in one's retirement. The extra money could've been used to save for a down payment on a home or for emergencies for themselves or for other family members. Funny, with 40 years or more of compounding, suddenly, the need for a Social Security program disappears.
