Remember Social Security should be a social insurance program, not a substitute for a retirement program.

Its not a retirement program either. Its a redistribution of wealth program from the young to the old, irrespective of financial status of the participants. "Retirement Program" has an implied meaning that the $$ involved is used to support someone through retirement. SS would be a retirement program if we had means testing.
