I really disagree. The absence of "W-CDMA" from the text cannot be accidental. Moreover the text specifically suggests a willingness to alter W-CDMA into something more favorable to U.S. carriers. These two points are not coincidental and can only mean one thing: the European and Asian carriers have recognized that W-CDMA cannot go forward without Qualcomm's IPR AND since Qualcomm's IPR is not available in the absence of convergence, there now exists a mandate to discuss a change in plans.

This interpretation is obvious when one considers a possible alternative release. The European and Asia carriers COULD HAVE SAID, "we are committed to W-CDMA as a platform for our third generation wireless systems. We believe that we have made every reasonable effort to obtain a converged standard, but in the face of unreasonable demands by Qualcomm and in light of the company's untenable patent position, we have decided to go forward." This did NOT happen. Why?
