1. That was the idea- familiar experience from first time in '91 2. France China and Russia- financial, territorial interests in Iraq. 3. Factored in, won't be complete for a while, even after votes Sat. 4. Russia is placating to Iraq- their lendee of funds. They caveated to soften remarks today, no ships moving anywhere!
