*OT* Voltaire, I agree that he will probably resign but he will continue to say "NEVER" until January 21 (or 22-not sure of the actual math) at which time Gore would not be barred from running in 2004 (assuming he wins in 2000) because he will have served less than half of this term. Becoming President before the 21st would bar Gore from serving a second full term.
