Couldn't help but notice the title and pay one <VERY quick> visit to the thread just to answer the question posed.

No, I guess it's not the worst corruption ever unless you look at sex (adultery/lying about your personal sex life, etc.) as being worse than mass murder. I can't track it back to have him beat, but surely Ronald Reagan's murders of 65,000 innocent Central Americans, mostly Nicaraguans, in the 80s surpasses Clinton's weakness. A case for the chills is the knowledge that we just let him murder, let him lie, and let it be forgotten. Then there's El Salvador...
