Blair said the allied attacks had done very serious damage to Saddam's air defence systems, command and control systems, missile production capability, and ''particularly serious damage'' to the Iraqi Republican Guard organisation.

The allies still needed to complete their military objectives, Blair said. But he also attempted to give some indication of what might happen when the bombing stopped, saying that a forward strategy was already under discussion.

''As well as the military dimension, we are already in discussion with our colleagues and allies and partners around the world as to how we then adopt a forward strategy to make sure there is stability and containment in the long term,'' he said.

''It is without any doubt at all, our desire to see the end of Saddam Hussein,'' Blair said, but made clear that this could not be done short of sending in thousands of ground troops, something Britain is unwilling to do.

Iraq vows to resist until the last man
BAGHDAD, Dec 19 (Reuters) - Iraq vowed more defiance on Saturday despite the fourth day of an aerial onslaught by the United States and Britain, saying it would resist until its last man.

''I tell you all that Iraq will continue to defend its land, policy and dignity...We will fight until the last citizen,'' Iraqi Vice-President Taha Yassin Ramadan told a news conference in Baghdad.
