The market reacted with 100-200 point moves on those announcements. On one occasion, he made a statement that the US was no longer working with Japan on the Yen-Dollar relationship. This turned out to be a lie and had to be retracted by Rubin. This is not much different from Clinton's lie they had attacked Iraq to initiate the attack before the Ramadan, giving the impression that the attack would not take place during Ramadan. Cohen and the General in charge of the missile strikes both contradicted him. They mentioned a number of such lies timed with what the administration wanted to be viewed as positives and negatives. This is not a matter of Barron's picking a stock. By the way, they had a chart of the market during Andrew Johnson's impeachment and it was going up the whole time as it is now. The market during Nixon's impeachment was responding to the economy and the oil crisis as it was during much of the decade.
