It merely means that those that were willing to pass on impeachment (i.e., vote no) were looking for him to be straightforward and to take some responsibility for his actions. He should've at least apologized to the court in the Jones case. They have no part in the politics. I don't care if he doesn't apologize to the prosecution since they've already settled out of court. Geez. I definitely wouldn't turn over the keys to the military to someone like that.
