To add bits about Germany, France Italy, countries...

with up to 10 smallish parties forming more or less stable collaborations.

If that is what the U.S. public demands they should fare well. Italy for example has presently the 52nd regime after WW II. You can ask Janice Shell for a confirmation, she's Italian. If you have that instabile leadership always busy how to obtain another parliamentary majority for the next small bill they want to get through then good night. I live in such a country where finding majorities in the house is already difficult...

After the conservative parties all over Europe accomplished in bringing down the Eastern Block in the end if the 80ies (maybe by showing passive resistance to any political efforts to accept eastern politics), they became somehow out of time, and the folks demanded a new era.

Finally Germany, France, the U.K, Austria, Italy got rid of their conservative regimes in the 90ies and are ruled by left majorities new. Only Spain remained to be on the conservative side, so far.
