The other issues that Clinton were supposed to deliver on was broadening the use of computers in the classroom, and the issue of intellectual property rights in China (mainly software, CD's, etc) as is the entertainment industry. Clinton/Gore made a lot of promises on the former. 95% of the spending was on the local spending and localities have already been moving toward it anyways. Not much impact there. As for China, good luck. They crack down now and then. But those duplication factories just open again. Since, guess who, the Communists own and run those factories. You can get Microsoft Excel for under $ 15.

China and most of the Tigers are just copying Japan's earlier success at targeting US industries. China has no interest in being mass consumer society for US goods. They want foreign currency and they don't want foreign cultural influence to affect their politics. They want production technology, anyway they can steal it, to continue to improve their military and their export industries.
