I thought it was Judge Starr not Prosecutor Starr.
It was going to be Judge Starr. He was G. Bush's choice for the Supreme Court with his next appointment. Only G. Bush didn't get a next choice, he instead lost the election to Clinton. Starr was once an appellate court judge, hence he clings to the title.

Starr, instead of looking pretty in the biggest court has reduced to a tobacco lobbyest. Can there be any doubt why he is bitter.
