Most everyone without blinders agree with you. The goals of the missile attacks were primarily to (1) force delays in impeachment hearings, (2) blunt the news coverage of the impeachment (i.e., force it to share TV time), (3) enhance his image, and (4) dimish military support for Saddam and perhaps encourage a military coup. There's not much accomplished in reducing his capacity to create "weapons of mass consumption" and he was not in a position to threaten his neighbors. Those two justifications are false.
