Not sure what you mean by whims. Are you saying the desire of the people to not see Clinton impeached was also a whim?

Good idea on mandatory voting. This is done all over South America. It has helped assure that even unpopular dictators get a huge turn out and vote. At times, many vote nulo or just leave the ballot blank but there might be some way to counter this undemocratic tendency also.

Still think universal polling might be more effective than voting for men who would not respect the rules and vote against issues the people favored. I suggested scientific polls of under a 1,000 people but you correctly pointed out that some might feel deprived of their vote. While the logistics of voting might seem to be a problem one should not pretend that understanding the issues is really a crucial factor. The people know almost instinctively is something makes sense or not, besides many laws or issues are voted on just to favor some powerful sector and most importantly it is my understanding that the elected officials are supposed to follow the will of the people. Bill is the Will of the people and this time the politicians, to the dismay of many, failed to heed the polls.
