It sounded to me like he delayed the start of his program until the President's speech was over (20 or 30 minutes), so you may not have missed anything. In any case, he did not announce any change in his investment outlook.

He also reviewed the market's response to the Johnson impeachment and trial in the 1900's, saying that the market didn't react that badly, and started going up toward the end of the proceedings, continuing to go up thereafter.
