Hi Bill,
That was my point. For this to occur, the machine would have to have it's hard drive loaded with software, then never turned on again to see if it actually boots. Sounds a bit suspicious to me, perhaps someone with PC build/test experience can verify how most boxmakers test these machines. Of course, the Dell thread is already asking if these were actually 'CPQ' machines!!
