It's not only committed minorities which gain power under a parliamentary system. The news outlets too would have much more sway since they need only influence the swing votes.
It was a mistake for Nixon to resign. He should have stood before the Senate (his lawyers actually) and plead his case. He may have won, but even if he didn't he would have left as President of the United States and not as tricky Dick.
