Merritt, the first, immediate, chilling and sad thing that came to my mind when I first heard about the attack last Thursday is that he is the Commander in Chief of the armed forces, and we have no power to do anything about it. Even if he became totally deranged, a la Hitler, we would still have to stand back and watch him do whatever he wanted. Yet the framers of the Constitution gave Congress the power to declare war. I think Clinton's actions show how dangerous it is that we have taken to allowing Presidents to initiate military action without Congress' approval, and I hope that Congress will pass legislation rectifying this in the next term. I am going to write my congressmen and suggest it.
