Ah, the ever popular mental health crack, always a good way to win friends and influence people. The House and Senate can pass whatever they like, they could have done so independent of the impeachment procedure. They chose not to go that route, on a pretty much party line basis.

As for the Ford/Dole proposals, they were out there before the impeachment circus hit its climax, I assume they would have worked independently from impeachment. Somehow, the esteemed House leadership didn't seem much interested, as they worked hard to convince everybody that impeachment or nothing were the only "constitutionally allowed" courses. They wouldn't want to mislead us, would they? There wouldn't be any partisan politics involved, would there? No, I'm sure Tom DeLay was out there telling everybody to "vote their conscience, do what's good for the country", and all the Republicans decided independently that a House censure vote made no sense.
