I see nothing in the NT-10Q that states the company anticipates they can meet the conditions. If I've missed it, please post it here.

Condition A is : the stock will trade on NYSE/ AMX/ NASDAQ/OTC.BB

Condition A (or conceivably a more stringent version of that condition) would almost certainly be one of the conditions. However, since they already are on the otcbb there would be no need for the section of the NT-10Q that I quoted if that were the only condition. Unless you are in receipt of inside information (or there has been a news release or Edgar filing I'm unaware of) neither of us knows the exact conditions for the funding. In the meantime it certainly appears to me that the OC register is both factual (subject to the highly reasonable assumption that some of the conditions pertain to IBUY's financial status) and balanced.
