In fact a judicial panel appointed another prosecutor (whos name escapes me but could be found by a helpful volunteer) to look into the Whitewater land deal. For mysterious reasons a three judge panel (with close ties to tobacco companies) removed the prosecuter and replaced him with the chief tobacco lobbiest, Ken Starr. As far as the Judicial Branch.
