Once again for Ish and the historically impaired.

Reno did not appoint Starr. In fact a judicial panel appointed another prosecutor (whos name escapes me but could be found by a helpful volunteer) to look into the Whitewater land deal. For mysterious reasons a three judge panel (with close ties to tobacco companies) removed the prosecuter and replaced him with the chief tobacco lobbiest, Ken Starr.

As far as the Judicial Branch. They do have a limited role in the Senate proceedings for removal of a President. The Chief Justice presides over the procedure, as such his only role is to cast a tie-breaking vote. All other decisions (and I will repeat All other decisions) are decidec by a majority vote of the Senate.
