Of course there are varying grades of deterioration. We do not have to make it down to the Congo level for life to get damned unpleasant. I just believe that we should be able to rely on a statement made under oath, no matter the maker. And if not, the maker should be removed from office. Democrats and Republicans alike. Just like Nixon was, or the recent Republican Govenor of Arizona. If that consequence is good enough for Republicans, it should be for Democrats.
