There is a lot of service programming that gets done. You have to enter the channels that it will operate at, you have to enter the System ID, and the Network ID, you have to actually associate the ESN with the phone number, and this is all after you put the software in and a few other steps. Most of this stuff can be done (and for the most part is done) from secret screens that the service providers know about in the software. Before you ask, no I won't tell you where they are. It is much more complex than just throwing a bunch of parts on a circuit board and off you go.
