And here is the heart of your argument. If we are to buy your premise then we would have to conclude that all of the major deparments of our government including the military, state department, etc. etc. went along with a plan they thought was not justified. Furthermore after reflection they still decided to hold their tongue. It doesn't make sence. There are not enough corrupt people to staff all those positions.

Instead it seems likely that the professionals in the state deparment, the CIA, Army intelligence, and many more departments that may not even have names studied the threats to the United States and requested that the President act upon them.
