No one in Washington has asserted an immediate threat from Saddam,
certainly nothing that would not have permitted 48 hours of
diplomatic consultation.


Last time that an attack was ready the 48 hours turned into another chance for Saddam to trick the world.

I do agree that since the Korean War congress has given up it's role in warfare. I don't think this is good for our country but it didn't start with Clinton.

I have enough respect for our military and state department to believe that they would raise objections to military actions if there was not substantial agreement both the timing and severity.

As for the Russians. They are in deep doo doo. I don't think Yeltsen has or had the leadership qualities to bring them through this crisis. Without leadership you get chaos (kind of like the republicans last week).

Unfortunately, China's response to the bombing is in conflict to our continuing to declare them "most favored nation".
