Where in the hell do you get it that the State Department dictates military policy or launches attacks? No one is cowering in fear but it was reminded to the troops last Spring that it is an offence to criticize the CIC. You must have no experience in the military. Orders are given and carried out, the military doesn't make foreign policy. Do you think that if the president types in the code and is verified on that briefcase that is always near him, that it will call a two day meeting? Or will that launch a full nuclear strike within minutes?
