The problem I have is that he lied under oath in a civil lawsuit and before a Grand Jury. These acts are punishable by large fines and prison sentences.

Yes, but only if proven guilty, and in a court of law after a proper trial. You do know that a grand jury can only recommend holding a full-fledged trial, don't you? They cannot declare anyone guilty.
