A great question. Hadn't occurred to me. Though I would disagree with you that it "accomplished nothing." It accomplished a lot. It drove a wedge between the U.S. and most of the world community. It solidified Saddam's reign. It killed at least some, and perhaps thousands, of innocent civilians. The one thing it didn't do was accomplish its prime mission--stopping the impeachment hearings until Clinton could twist some more arms his way.
