Black particulate waste products are from Mechanics trying to extract more power from an engine. A finely tuned engine meets all federal emmisions standards. If the transit authority in question wanted real clean exhaust they could have purchase Natural Gas engines. So the reason to use diesel is for the Power and ease or maintenance and repairs.
