Interesting article D._ on Iraq perhaps being the catalyst to Russian re-emergence. I would find it difficult to blame this possibility on bombing Iraq for two reasons.

Russia and France have huge pending oil development agreements with Iraq that have been frustrated by UN sanctions policies. Russia in particular is so desperate for cash having screwed up their own internal development, that they'd back any regime if the price is right. Russia also has an active and sympathetic Moslem population which is able to morally and politically able to assert itself from the aftermath of Soviet Union failures in Afganistan.

As to France and Germany, they will continue despite (.. and in part because of) the EU alliance to vie for political and economic influence. Oil plays a big role in that struggle. The Caspian area oil is still up for grabs. The area is bounded by old Soviet, Baltic, Afgani, Turkish and western influences. The French and Russians have everything to gain by positioning themselves long term for this prize which means a public policy of being against the US actions while smoozing behind closed doors.

The point about no country lasting long as the single super power is true. Which is why America finds itself in an historically uncomfortable role of internationalism. We'd prefer to close our borders, sell and buy only to ourselves, speak only one American brand of english.. but its difficult if impossible to return to an earlier time when communications, travel, resources and commerce are world wide and lightning fast.
