There are special GSA requirements which specify certain Y2K operations be performed in BIOS as opposed to OS. DELL does a lot of GSA business, so they probably have that BIOS for GSA customers. Some big commercial accounts, especially banks, have also started requesting this BIOS flavor.

Why not just have that be the BIOS for everyone? The answer is that MSFT has not yet signed off on the approach, and so there is a potential compatibility issue down the road. DELL has been active in pushing MSFT to resolve this issue, actually working with CPQ on this particular problem. But in the meantime, there is a potential service cost in the future associated with each machine shipped with the 'special' BIOS, so they don't want to ship any more than they have to until the MSFT issue is resolved.

Does that help to explain the problem? Again, I don't know if that was what was happening in this case (or even if there was a 'this case') but it seems likely given what has been going on in the industry around Y2K BIOS fix issues.
