It could imply that, but what it is most likely happening is that that the stocks that are up in an Index as opposed to the ones that are down is:

1) Up stocks carry a heavier weighting in the Index
2) Up stocks are having larger magnitude moves compared to the down stocks
3) Both

One could draw several conclusions to this action! It can easily mislead the public...

EDIT: The reverse can be true as well for a down Index and a positive tick. Volume is relative only if you can isolate the individual issues and draw conslusions. Big task...
