McKinsey observation -
"Luckily for the narrowband winners, RBOCs have every reason to deploy xDSL, even without being pressured. Their earlier reluctance to cannibalize their highly profitable T1 leased line business has been a key factor in slowing their deployment of broadband access alternatives. Today, the decline of that business appears inevitable, whether or not the RBOCs act."
