The Dell Optiplex line meets all GSA requirements
I am very familiar with this issue. You are correct that Optiplex meets GSA requirements. What it does NOT do is provide a pass through of potential warranty claims for certain classes of problem which have nothing to do with DELL - in other words under the GSA general contract terms, DELL is potentially on the hook to fix problems where they do not own or control the technology which is being warranted, which exposes them to excessive liability. Anyone doing GSA business is in this position and has been for almost a year. DELL has been a leader in pressing this issue behind the scenes.

This is obviously not an issue that anyone wants to see raised either in the press or even generally in the industry. Nobody is trying to hide anything, but its just in everyones' best interest to keep as low a public profile as possible while the details are worked out, since the issue is fairly arcane and subject to misinterpretation. I would expect that 'need to know' limits awareness to a select few in legal, procurement, and perhaps some sales specialists.
