There are many who blame Bush and point it out as Bush's failed policy as to Iraq. Oddly it is Clinton who has been in charge for 85% of the time it has been in operation but it's still Bush's policy. Can you say for sure that had Bush stayed in office he might not have altered or modified the policy or been more successful with it? I think standing has a lot to do with success or failure of many things. Haven't you ever seen a business that was doing well get sold and die shortly there after?

Yes the policy needed more than a year to work but after two years of no real signs that it was working, it was time to try something else. Kinda like the one year Bosnia fix. I'm afraid Clinton has lost any support he might of had with the neighboring nations to implement any kind of changes now.
