I called my broker (NDB) about that very issue. They informed me that since a distribution date for the spin off shares had not yet been declared, anyone who sold the CSMA (Parent Co.) shares now for a tax loss would not receive the spin-off shares of the subsidiaries. Accordingly, I did not sell my CSMA as I concluded that it's low price is due to market uncertainty about the spin-offs. The current activity is probably the result of some buyer researching the situation and believing that they will eventually receive the spin-off shares and hence is willing to pay a higher price for CSMA now.

If you should decide to sell for a tax loss now, you should be entitled to take the full capital loss (difference between cost and sale price). If by some quirk, the spin-off shares should show up later, you would have a zero basis in them (which is probably appropriate for unregistered shares anyway).
