I used to work for TRW (but no longer, cause I left). I worked on the UK NAFIS with the Livescan system (its a co-product with DBII) and I was the editor of the Interface document (the I/f between NAFIS and livescan systems). The document is proprietary and I am pretty sure DBII has exclusive access to the UK NAFIS.

I was one of the few to have seen the source code to the cogent fp algorithms, but I signed a non-compete NDA agreement to not do anything related to that for the next 7 years... so I won't be involved in the FP algorithm side for awhile.

We used the symbol technologies in our solution for HANIS (South Africa). I found the sym tech bar code to be really cool. and we had no trouble reading it. We did have trouble with different brands of printers, but on the whole it was a very good technology. but that was only a proposal, and we didn't get selected, so when that project ended, off I went to UK NAFIS.
