My immediate response was "What did we do to piss them off that much and why don't we stop doing it?"

I think more would have had your response had it not been for the locale of the bombings. Theres just no way to anticipate some sort of violent action somewhere if these guys are going to start bombing third party embassies. If this had been in the middle east somewhere, then sure, negotiate at least minimally.
