When are the MMs accountable?

I've heard some talk about MMs having to come up with
shares, but when? Is there an SEC overseer that monitors
the actual holdings every few weeks? What if the MM
runs out of money? Who is left to hold the short?
Please forgive the novice trader's questions, but I'm
a bit confused.
Does anybody know the approximate total number of shares?
