I didn't read it that way. I read it as an example of a county government making progress in their renovation effort.

I knew it was a report about positive progress, but had a hard time extracting that thought from how the article was written.

I would have been far happier with the piece if the reporter had listed details about specific actions/repairs taken to enable things working fine in the test run.

Having been a software developer, I know it takes lots of hard work to ensure that nothing happens in a public test.
