At the urging of U.S. Vice President Al Gore, the Clinton
administration is considering new spending on the environment and
high technology in next year's federal budget, the Wall Street
Journal said. The administration expects to renew plans for $3
billion in tax credits over five years to promote energy
efficiency and pollution reduction, and to increase federal
spending on software, communications and high-performance
computer research, the Journal said. The Journal also reported
the administration is reworking a tax credit, expected to cost
about $700 million over five years, to encourage people to buy
fuel-efficient cars, and is considering a new program of tax-
exempt bonds to build urban parks and to preserve farms.
