I completely agree that bookings and billings have shrunk from almost any starting point one could pick except for last month or in the case of bookings except for the last 2 months.

While I tend to be quite lenient with technical inaccuracies from most of the posters, I do expect a higher standard from a professional journalist.

Thus, I wouldn't quibble with any of your observations. In fact, I agree with them. Katherine's initial post indicated not that the industry had shrunk but that the Book to Bill indicated that it is still shrinking. That just isn't right. Even with President Clinton defining the meaning of the verb, "is".

Yes, the industry is still in serious trouble. Yes, the stock prices, IMO, seem to have gotten ahead of themselves especially for some of the Tier 1 players. But both bookings and billings are now expanding.
