From the BPT thread on Yahoo!

"Got this from their latest quarterly report.

Dividends are distributed quarterly.

each day of the quarter contributes 16.4246% of the net income
from the first 90,000 barrels of oil pumped that day (production
is estimated to be at least 90,000 bpt through 2009).

net income per barrel is that days West Texas Intermediate (WTI)
price minus the per barrel cost of production.

Per barrel cost of production is adjusted (increased) each year
and is $13.03 for 1998.

Since WTI has been less than $13.03/BBL for most of this quarter
there will most likely not be any dividend this quarter, and
based on price projections I have seen there may be no dividennd
for the next 2 to 10 quarters.

Hope this helps."
